Council Budget and Finance Subcommittee
Committee Moderator - Ken Coryell
MoO Article 6.2.c
The Subcommittee will:
1). Prepare the annual budget, submit it to the Presbytery for adoption; and provide budget oversight;
2). Be assigned all fiduciary responsibilities;
3). Plan for the financial health of the Presbytery in light of current and emerging trends;
4). Administer the annual budget as approved by the Presbytery;
5). Conduct an annual full financial review of the Presbytery; and (G-11.0307)
6). Be comprised of six members from the Presbytery at-large appointed by Council, serving in three classes of two persons each, for a term of three years; the Moderator of the Subcommittee will be nominated by the PSK Nominating Committee in consultation with Council’s Nominating Subcommittee and elected by the Presbytery, and will serve as member of Council:
7). The General Presbyter and the Treasurer shall resource the committee.

Council Visioning and Planning Subcommittee
Committee Moderator - Tom Oak
MoO Article 6.2.d
The Subcommittee will:
1). Focus on visioning and strategizing opportunities for ministry and mission in the Presbytery of Southern Kansas;
2). Recommend to the Presbytery with the advice of Council their vision/strategy regarding the particular opportunity;
3). Establish task groups as necessary to focus on specific areas such as church development, redevelopment and transformation;
4). Work closely with committees of Presbytery to assess situations where the recommended vision/strategy may be to encourage churches to partner together in working for a particular Mission or ministry.
6). Be comprised of six members appointed by Council, to serve in three classes of two persons each, for a term of three years. The moderator of the subcommittee will be nominated by the PSK Committee on Nominations in consultation with the Council's nominating subcommittee and elected by the Presbytery, and will be a member of Council.
7). The General Presbyter shall resource the committee.

Council Personnel Subcommittee

MoO Article 6.2.e
The Subcommittee will:
1). Oversee the operation of the Presbytery office and all facilities owned by Presbytery except Westminster Woods 2001p16
2). Support the employed staff of the Presbytery within the staff rationale and provisions adopted by the Presbytery;
3). Be comprised of three members from the Presbytery at-large appointed by Council, serving in three classes of one person each, for a term of three years; the Moderator of the Subcommittee will be nominated by the PSK Nominating Committee in consultation with Council’s Nominating Subcommittee and elected by the Presbytery, and will serve as member of Council.
4). The General Presbyter shall resource the committee.

Stewardship and Mission Interpretation
Committee
Committee Moderator - Sue Nispel,
MoO Article 8.6 - Nine members
The committee shall be responsible for:
1). Providing for effective communication throughout the Presbytery and among the governing bodies;
2). Securing commitments of mission support from the sessions;
3). Providing education about, and interpretation of, the mission of the Presbyterian Church (U.S.A.), including institutions within the boundaries of the Presbytery and the Synod of Mid-America;
4). Providing for stewardship education and training;
5). Encouraging congregational participation in the denomination's Special Offerings (One Great Hour of Sharing, received during Lent; the Pentecost Offering, received on Pentecost; the Peacemaking Offering, received on World Communion Sunday (first Sunday in October); the Christmas Joy Offering, received during Advent and Theological Education Fund.); and
6). Encouraging congregational participation in “Presbyterian communities" for regional opportunities of fellowship, worship, leadership development, and shared mission.
Meets about one month before PSK meeting, Saturday morning, usually at Covenant in Wichita

COMMUNITY OUTREACH Committee
Committee Moderator - Nora Coryell,
MoO Article 8.4 - Twelve members
The committee shall be responsible for:
1). Leading the congregations in social witness ministries, such as, compassion, justice, and
peacemaking;
2). Overseeing the social witness programs of the Presbytery;
3). Engaging in ecumenical relations, interfaith relations, and higher education ministries; and
4). Providing the means by which organizations concerned with compassion, justice, peacemaking,
and ecumenical relations are related to the Presbytery. 1997p33
Meets 2 to 4 weeks (Jan, Apr, Jul, Oct)
before Council, different locations.
(Our elected representatives to Campus Ministry at Wichita State University and to Brotherhood Community Ministries, Inc., relate to PSK through Community Outreach Committee.)

CONGREGATIONAL MINISTRIES Committee
Committee Moderator - Joan Erickson,
MoO Article 8.3 - Eighteen members
The committee shall provide resourcing to congregations to support effective congregational ministry.
The committee shall be responsible for:
1). Providing resourcing to congregations to support effective congregational ministry;
2). Encouraging, supporting, and resourcing congregations in the program areas of:
a). Christian education and youth ministry,
b). Leadership development,
c). Evangelism and church growth, and
d). Stewardship Commitment; 2001p16
3). Providing the Presbytery relationship to the Presbytery Resource Center; and
4). Providing the means by which organizations such as Presbyterian Women, Presbyterian Men,
Presbyterian Mariners, youth activities and Parish Nursing Network are related to the Presbytery.
Meets as a general committee at
Southeast PC at Thursday noon, approximately two weeks
before Council.
--Sub-committees meet:
--Evangelism and Church Growth-meets 3 or 4 times a year, Hutchinson, 2 hours over lunch
--Youth Ministries/Youth Council meets as needed 4 to 5 times a year throughout the Presbytery. Mostly, meetings start
mid-day Saturday for the rest of the day, overnight. August meeting is in Kansas City at Synod Youth Leadership Training weekend.

COMMITTEE ON MINISTRY
Committee Moderator - Hal Staats,
Book of Order G-11.0500 and
MoO Article 8.7 - Twenty -four members who conform to the
provisions G-11.0501b in the Book of Order. A quorum for meetings of the committee shall be a
majority of the members of the committee.
The purpose of committee is to "serve as pastor and counselor to the ministers of the presbytery, to
facilitate the relations between congregations, ministers, and the presbytery, and to settle difficulties on
behalf of presbytery when possible and expedient." (G-11.0501)
The Committee on Ministry shall:
1). Provide oversight and care for congregations, giving special assistance to congregations seeking
pastoral leadership and counseling sessions of churches without permanent pastoral leadership
regarding temporary supplies;
2). Support the minister members of the Presbytery, certified Christian educators, other certified
employees of the church and Commissioned Lay Pastors, both in congregational and special
ministry settings, providing oversight and accountability for effective ministry, ethical behavior, and
educational growth;
3). Conduct an examination of those being called to serve in the Presbytery and recommend to
Presbytery action regarding ordination, installation, dismissal, and discipline of ministers; the
committee, at its option and as circumstances warrant, shall have the authority to act on behalf of
the Presbytery as provided at G-11.0502h in the Book of Order;
4). Promote peace and harmony in the churches with particular support for the relationship between
pastor(s) and congregations, mediating differences and providing for reconciliation in conflicted
situations;
5). Visit with each session at least once every three years;
6). Oversee matters with regard to the Benefits Plan of the church; and
7). Inform all Ministers of Word and Sacrament and Commissioned Lay Pastors of their responsibility
to abide by the “Standard of Ethical Conduct,” adopted by the Presbytery (1996p74) and found in
Appendix 15.4 and take appropriate action when needed.
Meets monthly, the first Tuesday of each month, at First PC, Pratt, 10:00 a.m.

Committee of NOMINATIONS
Committee Moderator - Dolores Johnson,
Book of Order G-9.0800 and G-9.0105c & d.
MoO Article 8.9 - Nine members who conform to the provisions of
G-9.0801a and G-11.0103w in the Book of Order. They shall be nominated by the Council for election by
the Presbytery.
The Committee on Nominations shall:
1). Nominate persons for election to all offices of the Presbytery, members of all committees of
Presbytery (except the Committee on Nominations) and moderators of these committees; and
2). Nominate commissioners to General Assembly and Synod of Mid-America (G-9.0801b); and
3). Nominate board members representing the Presbytery to Brotherhood Community Ministries, Inc..
(Article 14.4)
4). Nominate members for the Presbytery of Southern Kansas Permanent Judicial Commission.
Meets two/three times, January to September; meets two/three times in October and November; usually meets at Pratt PC, 10:00 a.m. weekdays.

Committee on POLITY
Committee Moderator - Steve Saville,
MoO Article 8.11 - Six members and shall be resourced by the Stated Clerk.
The committee shall:
1). Recommend actions to Presbytery concerning overtures to the Presbytery, Synod or General
Assembly, that are received from sessions; and overtures received from the General Assembly for
the affirmative or negative vote of the Presbytery;
2). Review and recommend proposed changes to the Bylaws, and Manual of Operations of the
Presbytery; and
3). Review session records and minutes.
Meets four/six times a year, Pratt P.C., 10:00 a.m. weekdays.

Committee on PREPARATION for MINISTRY
Committee Moderator - Helen Moore Spath,
MoO Article 8.8 - Nine members
The Committee on Preparation for Ministry shall:
1). Supervise and support candidates throughout the entire process from inquiry to ordination;
2). Present candidates to the Presbytery for examination and ordination; and
3). Supervise and support candidates preparing for service as Christian educator and, in coordination
with Committee on Ministry, commissioned lay pastor.
Meets 4 times a year before Presbytery,
Wednesdays of even numbered months, noon till 5 p.m. at PSK office in
Wichita.

Committee on REPRESENTATION
Committee Moderator - Gerald Hallberg
Book of Order G-9.0105.
MoO Article 8.10 - Six members who conform to provisions at G-
9.0105a in the Book of Order.
The committee shall:
1). Advise the Presbytery and the sessions of member churches regarding principles of inclusiveness
and participation in the governance of the church (G-9.0105b);
2). Serve both as an advocate for representation and a continuing resource in matters of
representation (G-9.0105c);
3). Consult with racial ethnic membership and others (G-9.0105d); and
4). Advise the Presbytery on the employment of personnel (G-9.0105e).
Meets as needed 2 to 3 times a year.

COMMITTEE on PRESBYTERY CAMPING MINISTRY
Committee Moderator - Pete Kitch
MoO Article 8.12 - Nine members. The General Presbyter and the Camp administrator shall resource the committee.
The Committee shall be responsible for:
1). Envisioning the long-range future of Presbytery camping ministry for proposal to Presbytery,
including program, facility and financial support;
2). Developing and overseeing the Presbytery camping program, including the employment of
temporary staff;
3). Developing and overseeing the operations of Westminster Woods Camp;
4). Administering the budget for the Presbytery camping program and Westminster Woods Camp;
5). Consulting with the General Presbyter in the employment of a Camp Administrator;
6). Overseeing employment of temporary camping staff; and
7). Overseeing and supporting the work of the Camp Administrator and any additional camping
program and camp operations staff, subject to Presbytery's Manual of Operations and personnel
policies.
Currently has three standing sub-committees: Program, Operations and Long-range Planning (committee as a whole serves on this). Temporary sub-committees will be appointed as needed.
Meets four times a year: one meeting at Westminster Woods, others at a central location in PSK

PERMANENT JUDICIAL COMMISSION

MoO Article 9.1 - Seven members in conformance with Book of Order D5.0100 who are subject to its
jurisdiction.
--The functions of a judicial commission are to consider and decide a case of process for the governing body according to the Rules of Discipline.

CAMPUS MINISTRY BOARD at Wichita State University
MoO Article 14.6 - Other Related Organizations
--Serves as representative from PSK to the WSU Board, recommending policy and program decisions for
Campus Minstry.
--Relates to PSK as a subcommittee
of Community Outreach Committee.
Meets 5 or 6 times during the school calendar year, 1:30 p.m. at WSU.

BROTHERHOOD COMMUNITY MINISTRIES, INC.
MoO Article 14.4 - Six members
Brotherhood Community Ministries, Inc.
(BCM) shall be related to the Presbytery through the Community Outreach Committee as follows:
a. The Committee on Nominations shall nominate, and the Presbytery shall elect six persons to serve as members of Brotherhood Community Ministries, Inc.
b. These six persons shall be elected to three-year terms of office in three classes of two persons each with there being one minister of Word and Sacrament and one layperson in each class.
c. These six persons shall report at least annually to the Presbytery through the Community Outreach Committee, and shall be ad-hoc members of that committee with voice but without vote.
d. These six persons shall:
1) Communicate to BCM the Presbytery’s Mission Goals and Objectives, and seek to enlist BCM’s participation in furthering the achievement of those goals and objectives;
2) Recommend to the Community Outreach Committee appropriate levels of financial support of BCM that the Presbytery might include in its budget; and
3) Recommend to the Presbytery through the Community Outreach Committee any changes to the relationship between the Presbytery and BCM that would best serve the interest of both the Presbytery and
BCM.
Meets annually in January
